A condenser with nowhere to put the heat
Dust mats the coil, a grille gets blocked, or the unit was built into a cabinet with no air path at all. In a kitchen sitting at 100 degrees that is enough on its own to stop the fresh-food side holding temperature, and it is the first thing to rule out.

Cold that is made but never moved
A cold freezer over a warm refrigerator is almost never the compressor. Cold air is made in one compartment and ducted to the other, so a stalled evaporator fan, an iced-over duct or a damper stuck shut starves the fresh-food side while the freezer carries on.

A sensor the control board believes
Thermistors drift. A sensor reading a few degrees out will have the board overcooling until lettuce freezes on the top shelf, or undercooling with the display still showing 38. Measuring the sensor is quicker and far cheaper than replacing the board.
